[Ciel takes Makoto's answer into consideration. Later, on the ship, when he and Sebastian are discussion potential people for an escape plan, Ciel will vouch for Makoto based on their mutual, friendly agreement, and this answer here.
Even the most content of people have to miss their home worlds at least a little bit--or the people they left behind. That's enough of a splinter. That's enough of a splinter for Ciel to think he can manipulate them into helping him.
He offers Makoto the same question he offers Pilot when they are evacuating:] If it came down to helping the crew, or helping the CDC, which would you choose?

I do not think that would be possible. Considering the terms to receive compensation are the destruction of a planet, I believe asking for its safety would render it pointless. Instead, you could perhaps ask for the life we would be to extinguish be relocated to another, hospitable planet. But only perhaps, for we do not know the criteria that determines a planet's destruction. If it is the planet, then it could work, but if there is an element that hinges upon the extinction of the species upon it, likely not.
