While he's not use to hearing the noise of a kitchen when he sleeps, he is use to hearing Sebastian tinkering in the morning with the cart, or tinkering in general somewhere nearby. The cooking does little to phase him and, if anything, it gives him some focus aside from his thoughts, and Rover 10 uses Sleep! It's super effective!
